As soon as eLearn is back up you should email your instructor through eLearn. Give the time and question you were on when the quiz went down. When eLearn goes down the instructors are notified through a post and they will see it when they long back into eLearn.
You may or may not be able to get back into the quiz right away. It depends on how the quiz is set up and when your instructor learns of the downtime. Check your eLearn email often to see if your instructor has instructions for you. It may be a few hours or longer before they know about the situation if it is after hours.
