When you start viewing an eBook, you start a session. The session will last for 30 minutes. If you close the Browser (Internet Explorer, Firefox, Safari, etc.) in which you are viewing the eBook before 30 minutes are up, the book remains unavailable until the 30 minutes ends. Try to access the eBook again after 30 minutes.
If the eBook is downloaded (checked-out) by another person before you get back to your viewing session, it will not be available for five days. Downloading an eBook is like checking out a real book. Until the five day check-out is done, the book will be unavailable.
